Under the direction of the Board of Commissioiner, the District is managed through service contracts with two paid consultants.

David Bailey is the District Administrator. He is a past Fire Chief for TC ESD 4 and has worked in Emergency Services for 40 years. He is provides strategic planning and administrative services to the District through an annual consulting contract.

M Logan is the Finance Manager for the District, handling all financial records and  transactions, as well as Open Records requests and Records Management. Ms. Logan provides financial management services to a number of ESDs in Central Texas through an annual consulting contract.

 William Webb is the District's Communications Manager. William manages and directs communications that come to the District through contact forms, notification forms, general email, and telephone. Mr. Webb is a long-time member of the community and has served ESD 4 for over 40 years.
